Typically the project development is a multi-staged and iterative process in which the plant configuration, the partnering, the financing  and all other key elements get specified to a higher level of detail in each iteration with the financial close and start of engineering and physical works as ultimate result. For example one very detailed process is the integration of partners where a complex project contracting structure comes into play.
